Should we master one language and then learn another language?
NO, There is a big NO to this approach of learning. When it comes to web development various languages play its role. No standard web page can be built without making the use of at least three languages: -

How should we start web development?
NOTE: - I am still not telling you to become a master in all three languages. But you should have enough experience so that you can understand whats going on between all three languages and what are their uses.
The points which I think should be included in our levels are listed below: -
- HTML's basic structure of the page.
- You should know how can we view an HTML page in a browser.
- HTML Elements to be considered while studying.
- Never Try to master one language.
